Governor Phil Murphy recently signed a new NJ e-bike law, on January 19, 2026, that significantly toughens the law on E-Bikes. Some of the new regulations require licenses, registration, and insurance for e-bike operators, banning riders under 15, and setting age/license rules (15+ with license or 17+ with driver's license).
This law, prompted by fatal accidents, provides a six-month grace period for compliance, waives fees for the first year, and introduces licensing/insurance for previously unregulated low-speed and motorized bikes.
Key Provisions of the New NJ E-Bike Law:
Age Restrictions: Riders under 15 are banned; 15-year-olds need a motorized bike license, while 17+ need a driver's license.
Licensing & Registration: All e-bikes (low-speed, motorized, electric motorized) now require a license and registration.
Insurance: Mandatory insurance for all e-bike operators.
Grace Period & Fee Waivers: Owners have six months to comply, with licensing/registration fees waived for the first year.
Vehicle Classification: Clarifies rules for low-speed (under 20 mph), motorized (up to 28 mph), and electric motorized bikes (over 28 mph).
Safety Focus: Aims to prevent tragedies following a rise in e-bike-related crashes and deaths.
This legislation represents a major shift, making New Jersey's e-bike rules among the stricter in the nation.
